Out sourcing or not? It is really a diffcult questions for every IT manager or director.Someones would like to say “yes”,the most important reason is for cost.

Some others would like to say “no”,the most important reason is it is diffcult to control.

In the next days,I’d like to discuss this questions with visitors.
